(4)The [State] [This word was substituted for the word 'Provincial' by the Aadaptation of Laws order, 1950.] Government shall publish the report of the Conciliator or Chief Conciliator forwarded to it under the proviso to sub-section (2) or under sub-section (3) except in cases in which the dispute is referred to a Board, or the parties to the dispute enter into a submission in respect of it.
