Section 13(1)(v) in Orissa Electricity Regulatory Commission (Terms and Conditions for Open Access) Regulation, 2005

(v)If network augmentation is required for providing access to an applicant, the licensee shall carry out such augmentation either by investing own funds which shall be recovered alongwith the required return within reasonable time or by requiring the open access customer(s) to make a capital contribution towards such network augmentation.
