(f)for organizing various collective welfare, spoils, cultural and recreational activities in different correctional homes in the state. Such activities will be aiming at achieving educational, social, cultural advancement of the Prisoners for their integration into the mainstream society, both during their slay in the correctional homes and thereafter;
