Section 24(4) in The U.P. Rice and Paddy (Levy and Regulation of Trade) Order, 1985
(4)Subject to such instructions as may be issued by the State Government the Controller may permit a person from whom levy of rice or paddy is due to sell to the State Government a variety of rice or paddy other than the variety in respect of which levy is due.
