Section 32(4) in The Orissa Excise (Methyl Alcohol) Rules, 1976
(4)The procedure prescribed under the proviso to Sub-section (1) and Sub-section (1 -a) of Section 22 of the Act and under the Orissa Excise (Exclusive Privilege) Rules, 1970 shall be followed prior to grant of any licence for sale of methyl alcohol.
