Section 4(2)(a) in The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Compensation, Rehabilitation and Resettlement, Development Plan) Rules, 2015

(a)If the District Collector, based on the report of the committee referred in sub-rule (1), other information available with him and instructions issued by the Central Government in this regard, is satisfied that the request is consistent with the provisions of the Act; he shall make a preliminary estimate of the cost of the acquisition as defined in clause (a) of section 3 of the Act.
