Section 2(q) in Goa Lotteries (Regulation) Rules, 2003
(q)"tender committee" means committee consisting of officers constituted by the Government for recommending to the Government with regard to the inviting of tenders, appointing agents for various lotteries floated by the Government; printing of tickets and also to consider other matters with regard to the tenders or the matters allied thereto;
