Section 12(1) in Bihar State Board of Homeopathic Medicine (Electoral Rolls and the Conduct of Elections and Election Petition) Rules, 1955
(1)The Returning Officer shall attend for the purpose of the scrutiny and counting of the votes at the date, time and place appointed by the President in this behalf.
