Section 78(1)(h) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964

(h)Heads of States, Members of a Royal Family and Governors-General of Commonwealth countries, on their arrival at, and departure from, the Capital, and at other places in India visited by them, where troops are available and on visiting Indian Naval Ships. At Delhi, and where possible elsewhere, they shall be presented with an Inter-Service Guard of Honour.
