1. Notice before admission, returnable in four
weeks.
2. The present Writ Petition is filed questioning
the action of Respondent No.2 in not ratifying the
admission of 28 students, admitted by the Petitioner/Institution on the ground that the admissions were in deviation of the methodology prescribed in the rules as illegal and arbitrary.
3. The Petitioner is an educational institution offering Bachelor of Education (for short, B.Ed.) course to the students and was having approval from National Council for Teacher Education (for short, 'NCTE') and affiliation from Rayalseema University (for short, 'the University').

Pursuant to the counseling process for the academic year 2025-2026, the Petitioner/Institution had admitted 28 students in deviation of the methodology prescribed in Andhra Pradesh Colleges of Education (Regulation of Admissions into B.Ed., course through Common Entrance Test) Rules, 2006 (for short, 'the rules').

Learned counsel for the Petitioner/Institution relies upon a circular issued by the Andhra Pradesh State Council of Higher Education (for short, APSCHE) on 30.01.2026, wherein the admissions made deviating the methodologies beyond the prescribed percentage were validated by paying an amount of Rs.3,000/- per student. Learned counsel seeks similar benefit to the Petitioner/Institution.
6. Learned counsel for APSCHE submitted that the rejection of the students of the Petitioner/Institution is justified as apparent from the reading of remarks mentioned in the impugned proceedings vis-à-vis each student.
7. Heard the counsels.
8. The rules prescribed certain methodology for admission of students and percentage of admissions in five methodologies as provided i.e., Mathematics, Physical Sciences, Biological Sciences, Social Studies, English for specific percentage.

Taking note of the admissions contrary to the methodology prescribed under the rules, APSCHE has issued the circular on 31.01.2026, validating the admissions on imposing a penalty of Rs.3,000/- per student for the academic year 2025-2026 only. There is no reason for the said relief not to be extended to the 3 Petitioner/Institution also.
10. Therefore, pending further orders, there shall be an interim direction as under:-
(i). The Respondent No.2 shall reconsider the ratification of the students admitted by the Petitioner/Institution in deviation with methodology prescribed under the rules in terms of the Circular No.APSCHE-CETs-2025-Deviation/2025, dated 30.01.2026.
(ii). In the interregnum, the Respondent- University shall issue Hall Tickets to the students of the Petitioner/Institution, to enable them to appear for the 1st semester examinations.
Post this matter after four weeks.
