(4)Where the application for renewal is made within the time specified in sub - clause (1) or sub - clause (3) the application shall be deemed to have held a valid certificate of registration, until such date as the registering authority ["or, as the case may be, the controller"] [Inserted by S.O. 795(E), dated 22nd November, 1991.] passed orders on the application for renewal.
