Section 3(1) in The Orissa Private Secretaries to Secretaries to Departments of Government Rules, 1974
(1)The cadre of the service shall consist of the post of Private Secretary to the Chief Secretary and to each of the Secretaries to the Government and such other posts of private Secretaries as Government may, from time to time, specify by a resolution.
