- Notwithstanding anything contained elsewhere in this Act, the State Government may, if it considers necessary for the purpose of rationalizing the scale of pay and other terms and conditions of service, including leave and retirement benefits, in respect of all or any category of municipal officers and employees, appoint a Pay Review Committee, and the decision of the State Government upon the recommendations of such committee shall be binding on all.
