Section 9(3)(iii) in Allotment of Government Residences (General Pool in Delhi) Rules, 1963

(iii)The Committee, while recommending allotment to the competent authority, i.e. Minister in-charge, shall make a speaking recommendation in each case giving specific reasons for discretionary allotment. Where the Minister differs from the recommendations of the Committee, he will also record the reasons therefore in writing.
