Background
1. The Appellant filed an RTI request dt.16.4.08 with the CPIO, Dept. of Bio Technology. He sought information against two points with regard to the project titled 'Construction of vectors for transposon delivery in micro bacteria and study of transposition' implemented from 1.4.95 to 31.3.98. On not receiving any reply, the Appellant filed an appeal dt.9.6.08 with the Appellate Authority. The Appellate Authority replied on 4.7.08 providing some information. The Appellant filed a second appeal dt.6.10.08 before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing on January 23, 2009.
3. Dr. Seema Wahab, Adviser and CPIO, Dr. S. Natesh, Sr. Adviser and Mr. Harish Kumar, US represented the Public Authority.
4. The Appellant was not present during the hearing.
Decision
5. The Respondents submitted that the project was completed in March 1998 and that all the officials handling this case earlier are no longer handling it now. They stated that the file containing the information was located with difficulty and whatever information available in it, including the project completion report and the original project proposal, were provided to the Appellant in response to an RTI application and appeal. They also stated that the department wrote several times to the Project Investigator who was handling the project and eventually received a reply from her dt. 7.2.06 informing that she is resubmitting the project completion report without referring to the date on which she had submitted the earlier report. They further stated that all information available with regard to the two points in the RTI application has been provided to the Appellant .
4. The Commission noted that all available information has been provided to the Appellant and accordingly disposes off the appeal.
