Section 85(3) in The Medicinal And Toilet Preparations (Excise Duties) Rules, 1955
(3)Where a licensee sells or transfers his business to another person, the purchaser or the transferee shall obtain a fresh licence under these rules but it shall be granted free of for the residue of the period covered by the original licences.
