Section 25(1)(ix) in The North Bengal University Act, 1981

(ix)to recommend to the Executive Council the temporary take over of the management of an affiliated or a recognized college or institution, other than a Government College in order to ensure that proper standards of teaching, training or instruction are maintained therein;
