(2)The election under clause (b) of sub-section (3) of section 3 shall be held according to the distributive system of voting.Explanation. - Distributive system of voting means a system of voting in which every voter shall be entitled to give as many votes as there are seats to be filled:Provided that no voter shall give more than one vote to any one candidate:Provided further that no voting paper shall be deemed to be valid unless the voter has recorded all the votes which he is entitled to give.
