Since the parties as well as the subject matter of the above mentioned appeals are same, these cases are clubbed for hearing and disposal together to avoid multiplicity of the proceedings.
CIC/CC/C/2015/000289-YA The appellant sought photocopies of applications of all candidates to whom offer/selection letters have been issued (subsequent to interview held in December 2013) for the post of Dy. Director (Tech./Faculty) alongwith all certificates/testimonials enclosed in support of age, qualifications, experience and Caste as advertised by NPTI Faridabad on 23.08.2014.
The CPIO disposed of the RTI application dated 06.07.2014 vide the order dated 05/06.08.2014 providing the information as received from their Administrative Section, to the effect that there is no advertisement of NPTI on the date as indicated in the application. The FAA disposed of the First Appeal dated 06.09.2014 by an order dated 08/09.10.2014 reiterating the stance as taken by the Dy. PIO.
CIC/CC/C/2015/000290-YA The appellant sought minutes of selection committee pursuant to interview held at Corporate office, NPTI, Faridabad in December 2013 for the post of Dy. Director (Tech./Faculty) in NPTI in accordance with vacancy note published Corporate Office, NPTI, Faridabad on 23.08.2014.
The CPIO disposed of the RTI application dated 07.07.2014 vide the order dated 05/06.08.2014 providing the information as received from their Administrative Section, specifying that no vacancy note was published by NPTI on the date indicated in the RTI application. The FAA disposed of the First Appeal dated 07.09.2014 by an order dated 08/09.10.2014 reiterating the stance as taken by the Dy. PIO.

The FAA disposed of the First Appeal dated 05.09.2014 by an order dated 08/09.10.2014 reiterating the stance as taken by the Dy. PIO.

The CPIO disposed of the RTI application dated 04.07.2014 vide the order dated 05/06.08.2014 providing the information as received from their Administrative Section, clarifying that there is no advertisement of NPTI on the date as indicated in the application. The FAA disposed of the First Appeal dated 04.09.2014 by an order dated 08/09.10.2014 reiterating the stance as taken by the Dy. PIO.

The CPIO disposed of the RTI application dated 10.02.2014 vide the order dated 09/13.05.2014 stating no information exists in respect of the application. The FAA did not dispose the First Appeal dated 15.04.2014.

The CPIO disposed of the RTI application dated 09.02.2014 vide the order dated 09/13.05.2014 stating no information exists in respect of the application. The FAA did not dispose the First Appeal dated 14.02.2014.
CIC/CC/C/2015/900598-YA The appellant sought information of all candidates to whom offer/selection letters have been issued by NPTI pursuant to interview held in December 2013 against the post of Dy. Director (Tech./Faculty) not having 5 years experience in Operation & Maintenance of Thermal Power Plant/Workshop not below the rank of Assistant Engineer or equivalent including details like name, caste category, educational qualification, detail experience after acquiring educational qualification.
The CPIO disposed of the RTI application dated 14.02.2014 vide the order dated 09/13.05.2014 stating no information exists in respect of the application. The FAA did not dispose the First Appeal dated 17.04.2014.
CIC/CC/C/2015/900656-YA The appellant sought information of all candidates to whom offer/selection letters have been issued by NPTI pursuant to interview held in December 2013 against the post of Dy. Director (Tech./Faculty) as mentioned below:
-Those candidates who have 5 years experience in Thermal Power Plant/Workshop not below the rank of Assistant Engineer or equivalent
-Those candidates who do not have 5 years experience in Thermal Power Plant/Workshop not below the rank of Assistant Engineer or equivalent.
The CPIO disposed of the RTI application dated 11.02.2014 vide the order dated 09/13.05.2014 stating no information exists in respect of the application. The FAA did not dispose the First Appeal dated 16.04.2014.
CIC/CC/C/2015/900657-YA The appellant sought information of all candidates called for interview held in December 2013 against the post of Dy. Director (Tech./Faculty) as mentioned below:
-Those candidates who have 5 years experience in Thermal Power Plant/Workshop not below the rank of Assistant Engineer or equivalent
-Those candidates who do not have 5 years experience in Thermal Power Plant/Workshop not below the rank of Assistant Engineer or equivalent.
The CPIO disposed of the RTI application dated 12.02.2014 vide the order dated 09/13.05.2014 stating no information exists in respect of the application. The FAA did not dispose the First Appeal dated 17.04.2014.
CIC/CC/C/2015/900658-YA The appellant information of all candidates who have been finally recruited to the post of Dy. Director (Tech./Faculty) by NPTI pursuant to vacancy note published in the month of November 2012 not having 5 years experience in Operation & Maintenance of Thermal Power Plant/Workshop not below the rank of Assistant Engineer or equivalent including details like name, caste category, educational qualification, detail experience after acquiring educational qualification.
The CPIO disposed of the RTI application dated 15.02.2014 vide the order dated 09/13.05.2014 stating that no information exists in respect of the application. The FAA did not dispose the First Appeal dated 19.04.2014.
During the hearing, the Commission pointed out that the query of the appellant in itself was incorrect in as much as he had sought minutes of selection committee pursuant to interview held in December 2013 in terms of vacancy note dated 23.08.2014. Upon admission of the mistake by the Appellant, the Respondent agreed to furnish the requisite correct information as directed by the Commission in the form of i) copy of the advertisement/vacancy note dated 23.08.2013 and minutes of selection committee pursuant to interview held in December 2013;
ii) name/s and marks of successful candidates in the concerned interview for the post of Dy. Director (Tech./Faculty) by NPTI; iii) marks obtained by the appellant. The Respondent further informed that the entire appointment process has been scrapped following subsequent litigation etc. Decision:-
In view of the fact that the issue has been resolved with consent of both parties in the connected appeals being number, CIC/CC/A/2015/901372-YA, CIC/CC/A/2015/901371-YA, CIC/CC/A/2015/901370-YA, CIC/CC/A/2015/000797-YA, no further order needs to be passed in these cases.
The cases are disposed of the above terms.
