Penalty for causing, encouraging or abetting seduction or prostitution of young girl.- If any person having the custody, charge or care of a girl under the age of sixteen years causes or encourages or abets the seduction or prostitution of that girl, he shall be punishable with imprisonment for a term not exceeding two years.
