(1)The Excise Commissioner may-(a)subject to any restrictions imposed by the State Government, establish, or authorize the establishment of, distilleries or breweries, in which liquor may be manufactured under a licence granted under Section 13;(b)discontinue any such distillery or brewery;(c)establish, or authorize the establishment of, warehouses, wherein any intoxicant may be deposited and kept without payment of duty; and(d)discontinue any such warehouse.
