(4)When making a transfer of proceedings under sub-section (1), the [State Government] [The words 'Provincial Government' were Substituted For the words 'local Government' by the A.O.1937 and the word 'State' was Substituted For Provincial by the A.O.1950.] may direct the authority to whom the transfer is made to reimburse the authority from whom the transfer is made the net expenditure which the last-mentioned authority may, up to the date of such transfer, have incurred on such proceedings.
