(2)If any person to whom an exclusive privilege has been granted under Section 9 contravenes any provision of this Act or any rule made thereunder, or makes default in complying with any condition imposed upon him by such privilege, the Commissioner may, at any time-(a)take over the management, at the risk and loss of the person to whom such licence, permit or pass was issued;(b)transfer the unexpired portion of the management at the risk and loss of that person to any other person.CHAPTER-VII Prevention, Detection, Investigation and Trial of Offences and Procedure
