We are of the view that the appeal should be heard out along with the connected appeal/appeals. We dispose of the stay application (G. A. No. 3619 of 2011).
We direct the advocate on record for the appellant to prepare informal paper books by 27th November, 2017 serving at least two copies thereof on the advocate on record for the respondents or each of the respondents. Service of the notice of appeal is dispensed with. All other formalities are also dispensed with.
List the appeal being item no. 16 of today's list (A. P. O. No. 331 of 2011 with W. P. No. 395 of 2009 in the matter of Sri Kamlesh Phumbra & Ors.
