Section 39(1) in Rajasthan Public Procurement Rules, 2012
(1)A procuring entity may engage in a pre-qualification process, with a view to identifying, prior to inviting bids, the bidders that are qualified for any specified period of time. Registration or empanelment of prospective bidders may also be done following pre-qualification proceedings.
