Section 15 in The West Bengal Council Of Higher Secondary Education Act, 1975
15. Conduct of meetings. -
The President, or in his absence, one of the members of the Council elected from amongst those present, shall preside at meetings of the Council, and the President or such member shall be entitled to vote on any matter and shall have a second or casting vote in every case of equality of votes.
