(1)The first Statutes with regard to matters set out in Section 38 shall be made by the State Government and a copy thereof shall be laid on the table of the Legislative Assembly and they shall be subject to such additions and alterations as may be agreed to by the Legislative Assembly but without prejudice to the validity of anything-previously done thereunder.
