Section 19(2) in The Orissa State Transport Appellate Tribunal Rules, 1993
(2)Where the Tribunal is satisfied that the addressee is evading or that it is not possible to serve the notice in the ordinary way it may direct that the notice may be sent to the last known address of the party by registered post and a copy of the notice shall be affixed on its notice board. The notice so served shall be deemed to be sufficient.
