30. Imposition of penalty of withholding of increment.
- When an increment of an employee is withheld the authority imposing the punishment shall specifically mention in its order -(a)the period for which it is withheld, and(b)whether the period for which the increment is withheld shall be exclusive of the leave (except casual leave) taken during the period.
