The Financial Commissioner has full power to grant or refuse applications for licenses with reference to the requirements of the [State of Haryana] [Substituted the word 'State' vide Notification No. G.S.R. 28/P.A. 1/14/Ss. 21 and 59/95, dated 15.3.1995.].
