(1)The licensee or the permit holder shall maintain true account of his daily transactions and submit a monthly return to the Deputy Commissioner:(2)The Excise Commissioner, in his discretion, may relax in full or in part, the provision for the maintenance of accounts in the case of an individual or certain class of licences.
