1. Present writ petition has been filed seeking control on illegal dog breeding establishments in Delhi.
2. Though the writ petition being W.P.(C) 7467/2018 has been pending in this Court since 2018, yet till date none of the status reports filed by the respondent-Animal Husbandry, GNCTD enumerate any measure or action taken by the respondent to check and control the illegal dog breeding in the city.
3. Mr.Rakesh Singh, Director, Animal Husbandry, GNCTD is personally present in Court. However, after interacting with him, we are no wiser.
4. It is sad to note that despite the present writ petition being pending for the last six years and the dog bites being on the increase, the Animal Husbandry Department, GNCTD has not taken any steps to check and control the illegal dog breeding in the city.
5. The Secretary, Animal Husbandry, GNCTD shall file a personal affidavit within a week clearly disclosing as to what steps have been taken and what steps it intends to take immediately to check and control illegal dog breeding in the city.
6. In the event, this Court is not satisfied with the response given in the affidavit, this Court would have no other option but to direct the Chief Secretary, GNCTD to take action against the concerned officers for not This is a digitally signed order.
