Section 13(c) in The Orissa Express Highway Act, 1964
(c)affect the rights of any authority under any law for the time being in force to erect any support or make any excavation for the purpose of lying, making, altering, repairing or renewing any main pipe, sluice, weir, electric line, duct, drain or other apparatus in respect of gas, water, electricity, railways, tramways or trolley vehicles ; or
