Section 40(2) in Mizoram (Land Revenue) Rules, 2013
(2)On receipt of the appeal and after calling for and perusing the records of the proceedings before the Revenue Officer, the appellate authority shall appoint time and place for hearing of appeal and shall give notice thereof to the Revenue Officer against whose orders the appeal is preferred, and to the appellant.
