Section 6(1) in The Western Orissa Development Council Act, 2000
(1)There shall be a Chief Executive Officer of the Council, who shall be an officer not below the rank of a Joint Secretary to Government of Orissa and shall be appointed by the Government in consultation with the Chairman of the Council by notification.
