- If any difficulty arises regarding the first constitution or reconstitution of any authority or body of the University after the commencement of this Act, or otherwise in first giving effect to any of the provisions of this Act, the State Government may by order, after consulting the Chancellor, do anything not inconsistent with the objects and purposes of this Act, which it thinks necessary or expedient for the purpose of removing the difficulty:Provided that, such order shall not be made later than two years from the commencement of this Act.
