Section 3(4) in The Gujarat Agricultural Lands Ceiling Act, 1960
(4)[ No exempted land shall be transferred by way of sale, gift, exchange, mortgage, lease, assignment or otherwise, or partitioned, without the previous permission of the Collector:Provided that the Collector may grant such permission on such conditions as may be prescribed.
