Section 13(1) in The Juvenile Justice (Punjab) Rules, 1987
(1)The State Government/Administrator as far as possible may set up separate observation home for neglected and delinquent juveniles. Separate homes may be established for juveniles below and above the age of 12 years. In any case boys above 12 years shall be lodged in separate homes.
