Section 32(1) in The Saurashtra University Act, 1965
(1)Ordinances shall be made by the Syndicate:Provided that no Ordinance concerning the matters referred to in clauses (i) to (iv) of section 31 or any other matter connected with the maintenance of the standards of teaching and examinations within the University shall be made unless a draft of the same has been proposed by the Academic Council.
