(1)Any power to make bye-laws conferred by this Act is conferred subject to the condition of the bye-laws being made after previous publication and of their not taking effect until they have been approved and confirmed by the [Central Government] [Substituted by the A.O. 1937, for "L.G."] and published in the Official Gazette.
