Section 8 in Andhra Pradesh Juvenile Justice (Care and Protection of Children) Rules, 2003

8. Objectives and Procedures in relation to the Committee.

(1)Restoration of the child to the child's parent/guardian/Fit person/Fit Institution, as the case may be, and protection to the child shall be the prime objective of the Child Welfare Committee.
(2)The Child Welfare Committee shall consist of five Members as prescribed under Section 29.
(3)The Qualifications of the Members of the Committee shall be as prescribed in Rule 50.
(4)The Committee shall hold its sittings in the premise of a Children's Home and shall meet at least twice a week.
(5)The Proceedings shall be conducted in as simple manner as possible. There shall be no raised dais, witness box etc. Care shall be taken to ensure that the child is put at ease and given a home like atmosphere during the sittings.
(6)The Committee shall satisfy itself that the Child has not been subjected to any ill treatment by the police or by any other person and take corrective steps in case of such ill treatment.
(7)When a child is brought before the Committee, the Committee shall assign the case to a social worker/case worker/child welfare officer/ Superintendent, as the case may be, of the Home or any appropriate recognised agency for conducting inquiry.
(8)The direction for the inquiry under sub-rule (5) above, must be in the prescribed Form I.
(9)The final disposal of a case shall be by the order of at least two members of the Committee. The Committee shall take into consideration the age, physical and mental health, opinion of the child and the recommendation of the caseworker, prior to such disposal.
(10)After completion of the inquiry, if the child is under orders to continue in the Children's Home, the Committee shall carry out a half-yearly review of the progress of the child in the Home and continue the efforts to trace the parent/ guardian of the child.
