Section 2(c) in The Guar Grading and Marking Rules, 2011
(c)"certificate of authorization" means a certificate issued under the provisions of the General Grading and Marking Rules, 1988 authorizing a person or a body of persons to grade and mark guar seeds, guar gum and guar gum powder with the grade designation mark;
