Section 228(1) in The West Bengal Motor Vehicles Rules, 1989
(1)The stability of a double-decked public service vehicle shall be such that when loaded with weights of 59 kilograms per person in the correct relative positions to represent the driver and conductor, if carried and a full compartment of passengers on the upper deck only, if the surface on which the vehicle stands were titled to either side to an angle of 28 degree from the horizontal point at which overturning occurs would not be reached.
