(5)The first stage of evaluation shall involve the assessment of the technical proposal regarding technical, operational and environmental viability of the proposal as contained in the bidder's first envelopes vis-a- vis the specified requirements and criteria or minimum standards and the basic parameters specified in the bidding documents.
