Section 28(1) in The Wild Life (Protection) (Orissa) Rules, 1974
(1)Every person desiring to enter a Sanctuary or National Park for purpose of tourism or transaction of lawful business with any person residing therein shall obtain a permit which shall be issued at the gate of the Sanctuary or National Park, or at any other place to be specified by the Chief Wild Life Warden.
