(4)The party acquiring a right or an interest shall pay fees for the mutation in land records as may be notified by the State Government:Provided that no fee shall be payable till such notification is issued:Provided further that any fee or penalty required to be paid under Section 109 or 110 or these rules, if not paid shall be recoverable as an arrear of land revenue.
