Travelling allowance bills in respect of himself/herself or his/her spouse shall be drawn up in Form 'A' or Form 'C' as the case may be annexed to these rules, stamped, if necessary and signed by the Member concerned and delivered at the office of the Secretary for counter-signature. The travelling allowance bills so presented shall be counter-signed by the Secretary or by the Authorised Officer.]
