Section 321(c) in The Orissa Municipal Corporation Act, 2003
(c)unless and except for the period as he may be permitted by the Commissioner under the power hereinafter conferred, to continue any existing door or trap-door or close up and not keep any door or trap-door in such privy opening on to a street :
