Subject to the rules hereinafter contained a legal practitioner entitled to practise in a Court may inspect the records of that Court and any party to a case or his recognized agent may inspect the record of that case whether pending or disposed of. Any other person desiring to inspect the record of a case, whether pending or decided, shall be required to state the purpose for which inspection is sought.
