Facts:
1. The appellant, Shri Yogesh Kumar, has submitted RTI application dated 27 July 2012 before the Central Public Information Officer (CPIO), State Bank of India, New Delhi; seeking information regarding the status of FDR No. M 186060 in the name of Smt. Shanti Devi & Shri Raj Kumar Chanana dated 13.1.1996 etc., through a total of 13 points.

Vide reply dated 4 September 2012, CPIO furnished information sought on point nos. 1,3 & 4 and denied information on point nos. 5 & 6 u/ss. 8(1)(d),(e) & (f) of the RTI Act, 2005 and also denied information sought in point nos. 2, 7, 8, 9, 10, 11, 12 & 13 on the ground that the information sought were not an 'information' as defined u/s 2(f) of the RTI Act, 2005.
3. Not satisfied by the CPIO's reply, the appellant preferred appeal dated 11 October 2012 to the first appellate authority (FAA). Vide order dated 10 November 2012, FAA upheld the CPIO decision on point nos. 5, 6, 7, 8 ,9, 11, 12 & 13 but directed the CPIO to furnish the correct information to the appellant on point nos. 2 &
10.
3. Being aggrieved and not satisfied by the above response of the public authority, the appellant preferred second appeal before the Commission stating that he should be provided true and complete information as per his RTI application.
4. The matter was heard today. The appellant, Shri Yogesh Kumar, was present at the hearing in person. The respondents, Shri Rajendra Prasad, Regional Manager, CPIO, Shri Sunil Kumar Chopra, Deputy Manager and Ms. Sonboi Chingsonchin, Dy. Manager (Law), were also present at the hearing in person.
5. The appellant submitted that no information has been provided by the CPIO regarding the FDR documents which have been allegedly misplaced and action taken on the complaints received therein. Details of the Branch Level Customer Service Committee meeting members has also not been disclosed.
6. The CPIO submitted that the copy of the internal circular may not be provided, however, a letter may be given to the appellant based on the contents of the internal circular. Also information regarding the designation of the members of Branch Level Customer Service Committee may be provided to the appellant. Information related to the FDR documents may not be provided as it is third party information and attracts Section 8 (1) (j) of the RTI Act, 2005.

The Commission directs the CPIO to send letter to the appellant based on the contents of the internal circular along with the designation of the members of Branch Level Customer Service Committee and their web site address within 7 days of the receipt of the order of the Commission. In rest of the points, the CPIO's reply is upheld.
